Dear Suyong

You may need to hydrolyse the alkoxide groups on the OTS using a small
amount of water and a catalytic amount of acid. Gelest has several
procedures online in their library 
that describe how to silylate surfaces.

"Applying a silane coupling agent" is a good start for a few standard
procedures
