I know of no sensor that measures stress directly, but for strain
measurements I would suggest you consider:

1) a conventional extensometer, which is an off the shelf item you can
buy from MTS and several other suppliers, if they have grips suitable
for your wire,

2) a fiber-optic strain sensor, of which several are now commercially
available (In particular, you might want to take a look at Measurand's
products),

3) perhaps a laser extensometer, although the mounting of the targets on
the wire might be a difficulty,

4) a piezoceramic fiber and interdigitated electrodes should be able to
do the job, but I haven't heard of anything on the market.
