What you are looking for is a "mylar photoplot", of the type used in making
PCB boards. Resolution is typically 0.001" (25 microns). They should be
relatively inexpensive and quick turn.

If you need several masks, it's best to lay them out on one plot and cut
them out yourself with scissors.

They typically take gerber files.

I don't know of a vendor off hand, but I'm sure you could google it.

Subject: [mems-talk] plastic photomasks

Has anyone heard about cheap plastic like photomask? I heard that they
are good if one does not care for resolution so much. i.e. if one has
big features maybe.(?)
I am looking for the company that provides such mask.
Does anybody know any?
