Using shortcircuited Reference and Counter Electrode

Hi everyone
I am having 2 questions related to electroplating

1 Can I use like Counter and Reference Electrodes same Wire? (I am
just put the REF and Counter electrodes outputs of the potentiostat in
short and leave from there with only one wire which I am immersing in
electrolyte next to the workings )

2 I am plating Cobalt (From CoSulfamate and Boric Acid solution) using
a Co wire like reference and also like Counter electrode on a Au
working electrode . What potential should I use ?
Co2+ +2e  --->Co  -0.3 V (approx)

Any help with these?
