If the stamp can be made by nickel electroforming, I can recommend some places.

If you supply the mandrel, there are many, many places that can do the job.
But if you cannot, it would narrow it down considerably.

And what is the smallest feature size, and x-y size of stamper?

There is at least one company that suppliers standard NIL stampers for test
purposes.
