Good luck. We manufacture a unit that has GPS, CDPD and 68HC11 cpu.
and the smallest we can get it is about 3" X 6" X 2'.  Our unint draws about
450 ma in recive and about and 1 Amp in transmit.  The CDPD modem is
the thing that determines size.

If I were trying to build some thing this small I would only have a radio
tranciver on board. I would use 3 reciveing stations to determine the
planes postions and send the data back to the plane. Putting all the
heavy stuff on the ground.
