The text can be found reprinted in _Micromechanics and MEMS: Classic and
Seminal Papers to 1990_,  edited by William Trimmer and published by IEEE
Press. You might also be interested in a 1983 follow-up talk, which is
transcribed is included in the same collection. It is entitled
"Infinitesimal Machinery," and describes potential applications of MEMS,
including among others a teleoperated game in which one battles a
paramecium.
