It is very possible to manipulate a single cell using
DEP.  It can be held in a DEP cage and moved as
needed. Check out the work being done by Fraunhofer
Institute for Biomedical Technology (IBMT), St.
Ingbert, Germany for some details.  They do very
elegant manipulations (holding, rotation, sorting) of
single cells and move them around with coupled optical
tweezer forces.
