In addition to the LIGA capability you mentioned at MCNC/Wisconsin, a west
coast LIGA team has been formed with members from the Jet Propolsion Laboratory
(JPL), Lawrence Berkeley National Lab (LBNL), Sandia National Lab (SNL),
Lawrence Livermore National Lab (LLNL) and the Stanford Synchrotron Radiation
Lab (SSRL). This group is addressing a variety of projects including fine pitch
grids, motor components and micro instruments. For further information on the

Check with Prof. Friedrich (I think that's the name) at Louisiana State
University's Institute for Micromanufacturing (IfM); they use very small steel
and silicon based tools to mill (yes, mill) structures such as you wish.

Or, use the LIGA process through MCNC and the UWisconsin (Prof. Guckel).
